Tenrikyo's followers faced what the movement's own history calls constant persecution under Meiji Japan's state religious order, pressure that had begun in the 1870s and continued for decades before independence was ever won. Recognition did not come easily: the Osaka governor denied a first petition for Tenrikyo to be recognized as an independent church on 29 April 1885, closing off one avenue while the surveillance around the movement only tightened.

On 6 April 1896 the Home Ministry issued Directive No. 12, placing Tenrikyo under strict police surveillance, a formal state order rather than informal local suspicion. That surveillance held for over a decade, spanning more than ten years of the movement's life before independence finally arrived, so that an entire generation of Tenrikyo's early followers practiced under the watch of a state that had not yet decided to let it exist freely.

What the Directive changed for Tenrikyo's spread was the shape independence would eventually take: the movement's recognition in 1908 came only after this sustained period of formal police surveillance, not instead of it, so the church that emerged into legal standing had already spent more than a decade proving its own survival under a state order built to watch it rather than to welcome it.
