The attack on Pearl Harbor on 7 December 1941 placed Japanese Americans and the institutions they had built under immediate suspicion, and Shinto, the religious practice many of their communities had carried from Japan, was placed on the United States Attorney General's proscribed list in the aftermath.

The pressure that followed reached individual shrines directly. A second Kotohira shrine on Kaka'ako's Koula Street chose to dissolve itself in 1944 rather than continue operating under the wartime suspicion bearing down on it, one documented case among what the surviving record describes only as a general pattern rather than a single official order that closed every Shinto shrine at once; this account states that limit of the record rather than resolving it. The proscribed list itself was not lifted until 14 October 1955, a full decade after the war had already ended.

What this changed for Shinto's spread in America was a decade and more of suppressed and diminished practice, imposed from outside the religion itself by wartime suspicion rather than brought about by any decline in its own immigrant community. The gap between the war's end in 1945 and the list's lifting in 1955 marks how long that external pressure outlasted the conflict that had first provoked it.
