An Umbrella Movement Formed in 2007

Tehrik-i-Taliban Pakistan is an umbrella movement of Pakistan-based militant factions formed in 2007. It is distinct from the Afghan Taliban though allied with it, a separate Pakistan-based movement rather than a branch or franchise of the Afghan organization whose name it shares, a distinction its own founding history keeps clear: the two movements share an ideological lineage and cooperate across the border, but Tehrik-i-Taliban Pakistan answers to its own leadership and pursues its own campaign inside Pakistan rather than serving as an extension of Afghan command, and it formed years after the Afghan Taliban had already come to power and later fallen from it in Kabul.

Constituent and affiliated networks operating under the umbrella, including the Punjabi Taliban, have carried out attacks against religious minorities within Pakistan, including the Ahmadiyya community, attacks documented by Human Rights Watch rather than merely alleged by either side of the conflict. These attacks against religious minorities are recorded here as documented institutional conduct, verified by an independent human rights organization, rather than as a restatement of the movement's own account of its campaign against the Pakistani state.
