The first verse of the shortest Upanishad, which is also the closing chapter of the Vajasaneyi Samhita of the White Yajur Veda, Muller titles it under that name. The opening word isavasyam, from which the text takes its name, can be read as 'enveloped by the Lord' or, as Muller has it, 'to be hidden in'; the difference is between a statement about the world and an instruction to the hearer.
