The final report of Australia's Royal Commission into Institutional Responses to Child Sexual Abuse, released December 2017 across 17 volumes with a further 3 volumes of recommendations: the largest royal commission in Australian history and one of the largest public inquiries into institutional child abuse internationally. It examined many institutions, religious and secular, and its religious-institution findings cover the Catholic Church (recommending, among other things, that dioceses consider voluntary celibacy and that mandatory reporting laws admit no religious-confession exemption) and Jehovah's Witnesses (examining the organisation's own case files, which recorded allegations against 1,006 members, and recommending it abandon its two-witness rule for handling abuse allegations internally rather than reporting them).
