The final report of the Independent Commission on Sexual Abuse in the Church (CIASE), a 21 member interdisciplinary panel chaired by Jean-Marc Sauve, a former senior civil servant, commissioned in 2018 by French Catholic bishops and financed by the church but operating independently of it, with unpaid members. Released October 5, 2021. It directly documented roughly 2,900 to 3,200 known abusers holding positions in the church since 1950 from direct testimony and church archives, and separately produced a population-survey based EXTRAPOLATION, not a headcount, estimating 216,000 minors abused by clergy over the same period (330,000 if lay church staff are included). This atlas records the extrapolated figure as an estimate rather than an attested count, and its status is carried as debated rather than attested for that reason.
