It replaced the Mission interministerielle de lutte contre les sectes (MILS, created 7 October 1998), which had itself succeeded the Observatoire interministeriel sur les sectes (9 May 1996 to 7 October 1998). Its 2003 report was titled a report "to the Prime Minister," and its stated functions are observation and analysis of the phenomenon, coordination of preventive and corrective action across ministries, and public information; no enforcement power to ban, dissolve or prosecute a movement is described in its own account of its mandate. Unlike the 1995 parliamentary Guyard report that named 172 groups, MIVILUDES's own periodic reports do not publish an equivalent fixed list of named movements; individual cases are referred to prosecutors and other agencies, which act, if they act, under ordinary law. 1 Citation
