Subsection 9 of Section XII (Problems of Bioethics) of the Basis of the Social Concept of the Russian Orthodox Church, adopted by the Jubilee Bishops' Council, 13 to 16 August 2000. States that Holy Scripture and the teaching of the Church unequivocally deplore homosexual relations, citing Leviticus 20:13 and Romans 1:26 to 27, and that the divinely established marital union of man and woman cannot be compared to what the document calls perverted manifestations of sexuality. States the Church is resolutely against attempts to present a homosexual tendency as a norm, while directing pastoral responsibility toward people with homosexual inclinations. States that a person promoting homosexuality should not work with children or youth, nor hold military or reformatory positions.
