The final report of the Commission to Inquire into Child Abuse, an Irish state inquiry begun in 1999 to investigate abuse in residential institutions dating back to 1936, most of them industrial and reformatory schools run by Catholic religious orders under state contract. Chaired in its final years by Justice Sean Ryan, the report concluded that abuse, physical and sexual, was the institutions' culture rather than an exception to it. Its scope is institutional child abuse broadly, not clergy sexual abuse specifically, so a fact cited to it should say which register it belongs to.
