The State Department's 2023 report on Libya records that the 1953 Penal Code's Article 291 criminalizes publicly abusing the Islamic religion in terms not fitting for the Divine Being, the Prophet or the other Prophets, punishable by up to two years of imprisonment, and separately notes that Libya's fractured governance since 2011 has left enforcement inconsistent between the competing authorities controlling different parts of the country.
