USCIRF's 2026 Annual Report, released in March 2026 and covering conditions through 2025, documents the Chinese government's campaign against Tibetan Buddhism: the transfer of an estimated one million Tibetan children into state run boarding schools, the removal of Tibetan language as a core subject from the college entrance examination beginning in 2026, bans on new monk recruitment at some monasteries, the prohibition of traditional festivals including Saga Dawa in Lhasa, and the demolition of more than three hundred Buddhist stupas and statues in Sichuan province. The Commission characterizes the campaign as cultural genocide and recommends the United States redesignate China a Country of Particular Concern.

A United States federal commission's own annual country chapter on China, the same reliability class as USCIRF's dedicated Nigeria report and the United Nations Commission of Inquiry on North Korea already cited elsewhere in this atlas: a primary institutional finding built on victim testimony, monitoring group reporting and open source documentation. USCIRF is a body of the country whose government funds it and advises United States foreign policy rather than standing wholly outside the international politics of the region it reports on, which is worth naming even though its methodology here is the same fact finding standard used throughout this axis. 1
