This group holds figures whose religious significance is bound up with political and military leadership, chiefs, war leaders or diplomats who negotiated treaties, in traditions where spiritual and civil authority were not separated. A figure belongs here when that combined religious and political role is the reason for inclusion in the atlas, distinct from a figure who held religious authority alone.
