Military clearance operations by Myanmar's armed forces against the Rohingya Muslim minority of Rakhine State, escalating from October 2016 and again in August 2017: villages burned, mass killings, and a mass exodus of refugees into Bangladesh. The United Nations Independent International Fact-Finding Mission on Myanmar found in 2018 reasonable grounds to conclude that the campaign amounted to genocide.

More than a million Rohingya refugees remain in the camps around Cox's Bazar, Bangladesh, as of 2026, nearly nine years after the 2017 clearance operations. A bilateral repatriation plan between Bangladesh and Myanmar, in place since 2018, has not taken effect: refugees have refused to return, citing continued fear for their safety and the absence of citizenship rights in Myanmar, a situation the country's 2021 military coup and subsequent civil war have further complicated. 2

On 23 January 2020 the International Court of Justice unanimously ordered provisional measures in the case The Gambia brought against Myanmar under the Genocide Convention, directing Myanmar to take all measures within its power to prevent genocidal acts against the Rohingya and to preserve evidence. The case proceeded to hearings on the merits and remains before the Court as of 2026, with no final ruling yet reached on whether genocide occurred. 3

Medecins Sans Frontieres' own retrospective household mortality survey found at least 6,700 Rohingya killed by violence in Rakhine State in the single month following 25 August 2017 alone, not a total for the wider 2016 to 2017 campaign. Myanmar's own military reported a vastly lower count for the same period, overwhelmingly described as insurgents rather than civilians, following an internal investigation that cleared its own troops of wrongdoing; Myanmar has consistently denied committing atrocities and disputes the scale MSF's survey documents. The United Nations Fact-Finding Mission's own broader report explicitly declined to state a verified overall death toll, so no single agreed total exists.

What Was the Rohingya Death Toll?

Access to Rakhine State was tightly restricted during and after the 2017 clearance operations, and the UN Fact-Finding Mission's own report states it could not establish a verified total; independent estimates published since range widely with no consensus figure.

What would resolve this Independent forensic and demographic investigation inside Rakhine State, which Myanmar's government has not permitted at the scale required.
